Commercial vehicles and special-type vehicles (including but not limited to forklifts, tractors excluding front-end loaders, bulldozers, graders, earth-moving equipment and similar mobile plant used on a commercial development) as described in the schedule with a carrying capacity exceeding 2 000kg.
